Petty Larceny and Citizenship application

I know a person who had a Petty Larceny event (minor theft) for which he was arrested and detained by police for an hour. The case was dismissed after community work requirement was completed. The fine was $350.

In the form n-400 there are 3 questions that basically ask if applicant has been detained , charged with any crime or offence or convicted on a crime.

1. Does the applicant need to 'yes' to questions mentioned above.
2. Does the applicant need to hire an attorney to pursue the citizenship app. ?
3. If the attorney is hired, is it to help filling in the application or at the time of interview.

How long ago did it happen? More than 5 years? Did it happen before or after he got his green card? If it happened before. did he inform USCIS or the consulate about it?
 
the person was a 18 when it happened. Apparently the kid and his friends lifted small stuff from store and got caught. was arrested for an hour and case was discharged after performing community service hours.
