Can I File a Petition for a Divorced daughter

Hi,
My sister who has a Green Card only would like to file for her divorced daughter. Can she file the petition? She is 32 years old and was divorced three years ago.

2) approx. How long would it take and which category this case would fall into.

Yes. It would be F2B category, unmarried adult child of a permanent resident. If your sister becomes a citizen, it would move to F1 category. The daughter has to make sure not to marry before your sister becomes a citizen, or the petition will be dead.
