Applying for I-131 while I-751 is pending

Can I apply for I-131 while my I-751 is pending once I receive NOA letter?

You mean reentry permit? Yes, you can apply for it while the I-751 is pending. And you NEED to apply for it if you plan to stay outside the US for more than 12 consecutive months.
