I am currently working on OPT and after 10 months I will get H1B.

My wife is staying with me in California as F2 dependent.

I know that dependents are not eligible for full-time study / degrees on F2 visa.

My wife want to get California Teaching credentials (required for applying as a school teacher).

Is she eligible to appear for such credential exam ?

Your wife can apply to a school and if she is accepted, she can have the school obtain an F1 visa for her. There aren't really "teacher credentialing exams" so much as there are a series of tasks you wife will need to have successfully completed. Some of which are as follows:

- Enroll in a school that can recommend her for a teaching credential after successful completion of course requirements (e.g., student teaching in a public school)
- Complete the state tests for teachers (e.g., in CA, she would have to do the CBEST and CSETs, RICA if elementary)
- Get fingerprinted and cleared
- TB Tests

There's a whole process, but long story short, yes, you can become a credentialed teacher even if you are not a citizen
