Fiancee never been outside native country, apply for tourist visa and then K1?

I'm in the process of becoming a US citizen. I expect to be a USC by October 2013.

If all goes well, I plan to petition for my fiancée immediately after. However, I was wondering if she can travel to the US on a tourist visa while this all is happening?

Is it possible?

What should she say at port of entry? The truth obviously, but is there a tactful way of saying it?
