Green card renewal, 6-months, havent received physical gc

Hi,

I filed for a green card renewal early this year(Feb 7, 2014) and had a finger printing appointment done on Feb 28, 2014. I was told that my physical green card will arrive by mail within 4-5 months. To this date (8/25/2014), 6 months, I have not received my physical green card.

My status in the uscis website shows that they are still doing "Initial review" on my application.

Is it time for me to file an e-request on this case with "Case outside normal processing time"?

Which center is this? Apparently, the website status update is not accurate in our case.
