I sent both applications in the same packet. Yes certified return receipt requested was added to the mail. That makes sure that the packet reached USCIS. Each applicant needs a separate application (AND FEE) but both can be sent in the same envelope. I did.
By regular processing, I got it in just 14 business days. Phillydude might have gotten it a bit late :-) but do not believe him. :D If you have lot of time before you apply for passport and you travel, take the beaten path of regular mail and do not waste your money on faster processing.
