I read somewhere that Applicant must wait until you have lived in the state or district for 3 months to apply for N-400.
After filing for N-400, is it ok to travel outside USA?
Or is it required that the applicant needs to be physically present in USA till the citizenship gets approved?
Re: Green Card Options for your Wife.
A problem with re-entry permit is that the period you live outside does not count towards meeting the citizenship criteria of physical presence of 2.5 years within USA.

Nowadays, how many months is it taking for H1 processing. Also is INS approving petiitions inspite of all the layoffs here?

Is there any specific financial amount that needs to be shown to INS? For instance, if the person being sponsored for H1 is being given a salary of 60,000 $ and the petition is for 1 year, does the company need to have financial bank balance for say 100,000 $?
