Is your labor regular? I believe Denver federal is processed from Dallas DOL. Dallas is processing cases received by them from March 2000. So its another 4 years before Denver federal gets approved. Sounds ridiculous to me. Never heard of such a long process. Correct me if I am saying something...

My RIR was filed from Denver in May 2001. Dallas DOL rejected the RIR in Oct 03. Ad campaign was started on Jan 04 for regular Labor. Hope this helps.

April 01 is for non-RIR. My case was filed from Denver, CO as RIR in May 01. RIR for colorado shows May 02. I have not heard anything about Labor approval for almost 1 year after they started processing my case. Any clue why this could happen?
