You can apply for temp re-permit in US at Canadian consulate. If you will meet the residency requirement then you will be given one of these permits and then you can re-enter canada using it. But without any this permit there is no way you can re-enter canada after...

Very easy to find out that dependent can land before that Primary applicant or not. Call Canadian Immigration office at Toronto. They are very helpful in replying answers. I am not sure about this, so I can suggest only this thing to you.
