Received plastic card On the 11th business (4/1) day after DOE (3/17). Received 2 welcome letters. Spouse came back to the U.S. on 3/31 - waiting for her plastic card.

End of April Assuming your packet reaches Mumbai before the 15th. If it reaches after 20th, most likely beginning for May. Between 15th and 20th could go either way (End April or Early May).
