Its at employer will to send the revokation request. Some does and some wont. I dont think its required by law to revoke the request after employer leaves the company for some reason.
It is totally depends on which local office you go to get the stamping done.
I got my stamping done at a local office who doesn't sends the I-89's to service centers immeadiately after you have done your stamping. It took 3 months for me to get the cards. Some people got it in 2-3 weeks...

You are ONLY allowed to change your employer after completing 180 days from your I 485 RD. Even your I-140 approved it doesn't matter if you are not completed 180 days.
