Couple of guys I know have switched their employers in 7th and 8th year, they were exactly in similar situation as yours.. Both have them got 3 years H1 ext based on approved 140. You would have to start your Labor+140 again from new employer but...
Certified.
Finally lobor is certified after going through various stages -> "Withdrawn" to "NOF" to "CERTIFIED".

My lawyer told me that he has received Notice of Intent to Deny my RIR application, his interpretation is - DOL is missing recruitment reports and everything will be fine as soon as he will submit recruitment reports..

Heard that all accidently withdrawn cases are going at the end of the Queue.
Anybody knows if this is true or NOT.

My status changed from "Withdrawn" to In process today,
Hopefully everbody's status too will change in coming few days.
Still Withdrawn & received info from lawyer
Mine is showing Withdrawn and I received exactly similar info from my lawyer (i.e., they will fix it by Dec 1st and do not overload their website).
EB2/EB3 priority date
In above example, I think you can file 485 in EB2 category using EB3 case Priority date WITHOUT refiling EB2 140 again.
Again, that's my understanding and I have never come across anyone who might have tried it.
Still showing as "Withdrawn"

Update from my lawyer
My lawyer said this morning that DOL has informed AILA that they are aware of IT glitch which has resulted in withdrawal of pending RIR cases at BEC if a PERM was filed even when PERM did not requested the priority date of RIR. We are hoping to hear back soon from DOL...
