Such information should be available on their website or you can always call them. Its usually airport officials that don’t see AP as a valid document, some b/c of lack of knowledge and some b/c they want to take bribe (most likely in 3rd world countries).
For most countries in ROW, its true. But South Korea and, England (and a few other countries) have been providing a large number of EB immigrants which has strained EB3 ROW. See attached file 'FY06AnnualReportTableVPart1-3.pdf'.
This is a stinking pile of crap b/c a lot of people who sent their applications to NSC before 07/29 are still waiting for their receipts. This proves that USCIS is more interested in painting a false rosy picture than actually doing their job. :mad:
