How long are USCIS biometrics valid for?

How long are the USCIS biomtrics valid for? If one's first N400 application was denied can the biomtrics taken the first time be used for the reapplication of a new N400?
 
And if we apply again do we have to write the check inlcuding the biometrics fee, which they will return to us later when checking the database, or do we exclude the biometrics fee?

All new filings require new fees (including biometrics). USCIS systems may allow a case to fall into the scheduling queue a bit quicker if a valid result is there BUT they will not check for that separately because it relates to too few applicants. They deal with perhaps 600,000 to 800,000 N-400s per year (it has gone above one million at times). The number of folks who have a "current" fingerprint result is very small by comparison. Denials only account for ~13% and of those only a few re-apply fast enough (if ever) to still have a valid result. (Maybe 2,000 re-applicants out of 57,000 or so denied?) That's not worth the effort to poor through 3/4 of a million or so N-400s.
